
The Guideline was elaborated to support the enforcement of the new regulations in the waste sector, which have been in effect since February 2023. Its objective was to ensure a unitary approach to defining and implementing performance indicators (PIs) within the Integrated Waste Management Systems (IWMS) and to the application of penalties in the event of failure to achieve them.
To whom is the Guideline addressed?
The Guideline is addressed firstly to the representatives of Intercommunity Development Associations (IDAs) and county councils (CCs).
What you will find in the Guideline?
The Guideline combines theoretical information with practical expertise acquired through collaboration with five pilot IDAs (ADI IWMS Covasna, IDA ECODOLJ, ADIS Iași, IDA ECODES Sălaj, and ADID TIMIȘ). You will find out how to:

- Apply penalties correctly.
Included working instruments
The Guideline includes practical instruments facilitating the monitoring and application of penalties:
- Model for monitoring performance indicators (Annex 2) – an essential tool for IDAs, who are in charge of verifying and monitoring activities carried out by waste operators;
- Model for penalty setting and landfilling costs coverage (“CEC” - Annex 3) – this model aids in calculating penalties related to the Circular Economy Contribution (CEC) and landfilling costs coverage;
- Calculation flows for both payment mechanisms—fees and tariffs—provide a full picture of the implementation process at the IWMS level.
