Task A1.5 Revised Working Instructions on updating the tariff plan

The Working Instructions were elaborated in accordance with the legal provisions in force, specifically GEO 133/2022 and A.N.R.S.C. President Order 640/2022, to facilitate a better understanding of the methodology for updating the Tariff Plan for household and non-household users, as stipulated in the Annex to the MA LIOP Circular.

To whom is the Guideline addressed?

This document is useful to the authorities involved in calculating the affordability threshold, providing a practical tool for determining the maximum values users can sustain based on recent statistical data.

When and how is the Tariff Plan updated?

The Financial Model is completed only once after all delegation contracts are awarded at the Integrated Waste Management System (IWMS) level. Subsequently, the updating is carried out annually, considering the following aspects:

  • For the Tariff Plans expressed as fixed prices: annually, at the same time with the adjustment/modification of tariffs for sanitation activities, the maximum tariffs for household users will be adjusted with the consumption prices (IPC), the cumulated index published by INS for the period comprised between the date of updating the Tariff Plan and the current year;
  • For the Tariff Plans expressed as current prices: annually, at the same time as the adjustment/modification of tariffs for sanitation activities, considering whether inflation has evolved significantly from the estimate at the time of updating the Tariff Plan. If the inflation rate increase recorded in the previous year is significantly different from the one estimated at the time of updating the Tariff Plan, maximum tariffs will be adjusted in such a way as to reflect the actual inflation rate.
