Context

Based on the Memorandum of Understanding (MoU) concluded between the European Investment Bank (EIB) and the Government of Romania (24 February 2022, approved by GD 874/2022), the EIB PASSA Team provides assistance to public authorities in implementing EU-funded projects.

The EIB and the Ministry of European Investments and Projects (MEIP) signed a Project Advisory Support Service Agreement (PASSA) covering the period January 2024 – December 2026, as a continuation of two similar previous agreements completed in 2016–2019 and 2019–2024. PASSA’s objective was to strengthen the administrative capacity of MEIP and other beneficiaries via consultancy, monitoring, risk analysis, evaluation, preparation, and support in projects/contracts implementation, inclusively by means of support in transitioning from LIOP 2014–2020 towards 2021–2027 programmes (especially the Sustainable Development Programme), from preparation to reception and operation.

Under the PASSA Framework Agreement for projects in the environment sector, the Technical Assistance Contract AA-012420-001 – “Support in strengthening the institutional capacity of Intercommunity Development Associations in the waste sector” was signed on 8 May 2025 with ENVIROPLAN and its partners Mott MacDonald and International Consulting Expertise (ICE), in the capacity of Consultant.

This contract ensures continuity and thoroughness in the optimization processes of the integrated waste management systems (IWMS), capitalizing on the lessons learned during the two previous projects implemented with the support of the EIB PAS Team developed between September 2018 – December 2020 (TA2018039 RO RP1) and May 2022 – March 2023 (AA-010820-001).

Technical Assistance Contract AA-012420-001

Support in strengthening the institutional capacity of the stakeholders in the waste sector

Signed on 8 May 2025 and set to complete on 31 December 2026, the technical assistance contract AA-012420-001 aims to support the strengthening of the institutional capacity of stakeholders involved in operating and monitoring 33 integrated waste management systems (IWMS) implemented from EU funds in Romania.

Through its activities, the technical assistance supports the Intercommunity Development Associations (IDAs) and other concerned stakeholders in improving operational efficiency, financial sustainability, and governance in waste management.

Project beneficiaries include central authorities (the Ministry of European Investments and Projects, the National Regulatory Authority for Public Utility Services, the Ministry of Environment, Waters and Forests, the National Agency for Environment and Protected Areas), county-level institutions (IDAs, county councils), local structures (county environment departments within NAEPA), and other relevant bodies such as the National Environment Guard, the Romanian Municipalities Association and the National Union of County Councils of Romania.

Some key contractual activities are:

  • Evaluating IWMS performance at county level;
  • Developing an IT benchmarking platform on waste management;
  • Drafting a Guideline on the economic and financial operations carried out at the level of IDAs in the field of waste management;
  • Revising the Methodology for drafting and monitoring county waste management plans (CWMPs) and the Bucharest Municipality Waste Management Plan (MWMP);
  • Drafting a Guideline for estimating key parameters of municipal waste;
  • Transferring skills and competencies within a series of 15 training sessions to strengthen the expertise of national and local institutions in the waste management field
  • Providing ad-hoc on-demand technical advisory for relevant stakeholders in the waste sector.
