The Technical Assistance Contract AA-010820-001 “Support in strengthening the institutional capacity of Intercommunity Development Associations in waste sector”, signed in April 2022 with Mott MacDonald as Consultant, was part of the Framework Agreement to support the EIB Project Advisory Support Team on projects in the Environment and Energy sectors.

The Technical Assistance Contract was carried out for a period of 21 months, from 26 March 2023.

The general objective of this contract was to continue the operational improvement of integrated waste management systems (IWMS) by developing and strengthening the capacity of the Management Authority (MA LIOP) and of the key institutions involved in the management of EU-funded projects in the waste sector, specifically Intercommunity Development Associations (IDAs), county councils (CCs) and Local Environment Protection Agencies (LEPA).

The support provided to all key stakeholders in the waste management field has included the following:

  • Elaborating Guidelines/Working Instructions on financial aspects relevant to the implementation/operation of IWMS projects, including practical application to several projects (Guideline on the implementation of performance indicators and related penalties; Guideline on the establishment/adjustment/revision of tariffs, Working Instructions on updating the tariff plan);
  • Elaborating Guidelines on technical aspects relevant to IWMS projects (Guideline on individual composting in urban and rural households; Guideline on integrated waste treatment installations);
  • Elaborating the Guideline on monitoring the implementation of the County Waste Management Plans (CWMPs);
  • Support in revising framework standardised delegation documents (contracts, terms of reference, service regulations) for sanitation activities;
  • Elaborating a Guideline on monitoring the sustainability of IWMS projects funded under ENV SOP/LIOP;
  • Transferring skills and competencies by means of 40 training sessions, ensuring a high level of capacity building within IDAs, CCs, LEPA/NEPA, and A.N.R.S.C.;
  • Ad-hoc support aimed at an optimal use/implementation of the Guidelines/Working Instructions on financial and technical aspects and other activities based on key actors’ requirements.
