
The Guideline provides information on the individual composting process, starting from fundamental theoretical concepts to practical implementation (e.g. the preparatory stages regarding the separation of materials that are adequate for composting, the steps and minimal conditions required to ensure individual composting in households and communities, within common spaces accessed based on voluntary contribution, the parameters that must be monitored throughout the entire composting process). Its objective is to facilitate the achievement of targets for waste reduction at landfills, providing concrete, practical solutions in this respect.
To whom is the Guideline addressed?
The Guideline is useful both for the general public wishing to compost at home and for local authorities (ATUs, IDAs, CCs) intending to implement and monitor composting activities at the community level.

- Manual on household composting: Preparatory stages, minimal conditions and parameters for process monitoring (temperature, humidity, oxygenation). It includes composting models and advice on obtaining high-quality compost.
- Guidelines for local authorities: Principles and requirements regarding the implementation of individual and community (“in situ”) composting.
- Monitoring instruments: Models of records for the reporting of separate bio-waste quantities and obtained compost, as well as calculation formulas to determine quantities of waste diverted from landfilling, in line with the recommendations set forth in the Commission Implementing Decision (EU) 2019/1004 laying down rules for the calculation, verification and reporting of data on waste – Annex II.
Included working instruments
The Guideline provides practical instruments that are useful for monitoring and reporting:
- Model of composting cycle records, for users of individual composters, whereby reporting the commencement, development, and finalization of a composting cycle, the quantities of bio-waste separated and treated at source, as well as the quantities of compost obtained per cycle and year.
- Excel file containing the calculation formulas for determining the quantities of bio-waste diverted from landfilling, according to the rules set forth in the Commission Implementing Decision (EU) 2019/1004.
