
The Guideline was elaborated to support the enforcement of the new regulations in the waste sector, which have been in effect since February 2023. Its objective was to ensure a unitary approach to establishing and applying tariff policies in the waste management field within the Integrated Waste Management Systems (IWMS).
To whom is the Guideline addressed?
The Guideline is addressed firstly to the representatives of Intercommunity Development Associations (IDAs) and staff within the Administrative Territorial Units (ATUs) involved in the establishment, adjustment, and modification of sanitation tariffs.

- Procedures for the establishment, modification, and approval of sanitation tariffs, as per the law;
- Details regarding the implementation of the Pay As You Throw (PAYT) instrument (Annex 3);
- Calculation proposal for the Maximum Tariff included in the awarding documentation (Annex 4).
Included working instruments
The Guideline provides practical tools promoting the application of theoretical concepts:
- Financial Model for the calculation of sanitation tariffs (“Tariffs” - Annex 1)
- Essential instrument for ATUs and IDAs, facilitating the calculation of invoicing tariffs, separate management tariffs, as well as tariffs/fees for users.
- The model may be used either within a collection area or an ATU.
- Financial Model for Circular Economy Contribution (CEC) calculation, detailed per categories of municipal waste.
