Its objective was to ensure a unitary approach to establishing and applying tariff policies in the waste management field within the Integrated Waste Management Systems (IWMS).<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong><span style=\"color: var(--theme-palette-color-1, #007f5f);\" class=\"stk-highlight\">To whom is the Guideline addressed?<\/span><\/strong><\/h3>\n\n\n\n<p>The Guideline is addressed firstly to the representatives of Intercommunity Development Associations (IDAs) and staff within the Administrative Territorial Units (ATUs) involved in the establishment, adjustment, and modification of sanitation tariffs.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong><span style=\"color: var(--theme-palette-color-1, #007f5f);\" class=\"stk-highlight\">What you will find in the Guideline?<\/span><\/strong><\/h3>\n\n\n\n<p>This Guideline elaborates on key aspects such as:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Legal framework setting the calculation of sanitation tariffs;<\/li>\n\n\n\n<li>Legal, institutional, and financial matters regarding IWMS operation;<\/li>\n\n\n\n<li class=\"translation-block\">Economic tools impacting sanitation tariffs <em>(CEC, amounts collected under OIREP and PAYT)<\/em>;<\/li>\n\n\n\n<li>Calculation of sanitation tariffs function of the types of mechanisms for sanitation service payment;<\/li>\n\n\n\n<li>Methodological aspects regarding the calculation of tariffs for sanitation service activities (establishment\/ adjustment\/ modification of separate management tariffs and of separate tariffs\/fees for sanitation service users);<\/li>\n\n\n\n<li>Procedures for the establishment, modification, and approval of sanitation tariffs, as per the law;<\/li>\n\n\n\n<li class=\"translation-block\">Details regarding the implementation of the <em>Pay As You Throw (PAYT)<\/em> instrument (Annex 3);<\/li>\n\n\n\n<li class=\"translation-block\">Calculation proposal for the <em>Maximum Tariff<\/em> included in the awarding documentation (Annex 4).<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><span style=\"color: var(--theme-palette-color-1, #007f5f);\" class=\"stk-highlight\"><strong>Included working instruments<\/strong><\/span><\/h3>\n\n\n\n<p>The Guideline provides practical tools promoting the application of theoretical concepts:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Financial Model for the calculation of sanitation tariffs (\u201cTariffs\u201d - Annex 1)<\/strong>\n<ul class=\"wp-block-list\">\n<li>Essential instrument for ATUs and IDAs, facilitating the calculation of invoicing tariffs, separate management tariffs, as well as tariffs\/fees for users.<\/li>\n\n\n\n<li>The model may be used either within a collection area or an ATU.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li class=\"translation-block\"><strong>Financial Model for Circular Economy Contribution (CEC) calculation<\/strong>, detailed per categories of municipal waste.<\/li>\n<\/ul>\n\n\n\n<div class=\"wp-block-buttons is-content-justification-right is-layout-flex wp-container-core-buttons-is-layout-d445cf74 wp-block-buttons-is-layout-flex\">\n<div class=\"wp-block-button\"><a class=\"wp-block-button__link has-palette-color-8-color has-palette-color-1-background-color has-text-color has-background has-link-color wp-element-button\" href=\"\/wp-content\/uploads\/2025\/10\/A1.2-Ghid-TARIFE_Dec-2023.zip\" style=\"border-radius:18px\"><strong>Access the full Guideline<\/strong><\/a><\/div>\n<\/div>","protected":false},"excerpt":{"rendered":"<p>Ghidul a fost elaborat pentru a sprijini aplicarea noilor reglement\u0103ri din sectorul de\u0219eurilor, valabile \u00een februarie 2023.
