C.1 Guideline on the implementation of the County Waste Management Plans (CWMP)"},"content":{"rendered":"<p>The Guideline aims to provide technical assistance on CWMPs\/MWMP monitoring, promoting a specific approach to stages and monitoring indicators, thereby offering methodological support for the coherent development of these processes in a unitary fashion across every county.<\/p>\n\n\n\n<p>Its structure is correlated with the general contents of the Monitoring Report provided in Order 140\/2019 of the Ministry of Environment.<\/p>\n\n\n\n<p>Its purpose is to secure a coherent, comparable, and efficient approach to monitoring activities, assisting relevant authorities in strategic planning and decision-making for waste management.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong><span style=\"color: var(--theme-palette-color-1, #007f5f);\" class=\"stk-highlight\">To whom is the Guideline addressed?<\/span><\/strong><\/h3>\n\n\n\n<p>The Guideline is mainly addressed to:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Local structures\/county environment departments from within the National Agency for Environment and Protected Areas (NAEPA) \u2013 responsible for monitoring and elaborating annual reports on CWMPs\/MWMP;<\/li>\n\n\n\n<li>County Councils and IDAs \u2013 contributing with data and information on action implementation and objective accomplishment;<\/li>\n\n\n\n<li>Ministry of Environment, Waters and Forests, and NAEPA \u2013 levelling out and coordinating monitoring processes nationally.<\/li>\n<\/ul>\n\n\n\n<p>By applying the proposed methodology, the Guideline supports institutional capacity building and ensures methodological coherence at the county and national levels.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong><span style=\"color: var(--theme-palette-color-1, #007f5f);\" class=\"stk-highlight\">What you will find in the Guideline?<\/span><\/strong><\/h3>\n\n\n\n<p>The Guideline is structured in 8 chapters:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li class=\"translation-block\"><strong>Chapter 1 Introduction<\/strong> \u2013 presents the Guideline context, scope, and structure;<\/li>\n\n\n\n<li class=\"translation-block\"><strong>Chapter 2 Legal and institutional framework<\/strong> \u2013 details upon legal enactments and the responsibilities of institutions in charge of CWMPs\/MWMP monitoring;<\/li>\n\n\n\n<li class=\"translation-block\"><strong>Chapter 3 Monitoring process<\/strong> \u2013 explains the stages and informational flow for CWMPs\/MWMP monitoring data collection, analysis, and reporting;<\/li>\n\n\n\n<li class=\"translation-block\"><strong>Chapter 4 Methodology for relevant factors monitoring<\/strong> \u2013 describes methods for analysing and tracking key indicators: residential population, waste generation index, waste composition, waste from constructions and dismantlement operations, sludge from municipal wastewater treatment, etc;<\/li>\n\n\n\n<li class=\"translation-block\"><strong>Chapter 5 Monitoring CWMPs\/MWMP objectives<\/strong> \u2013 presents the methodology for tracking whether objectives undertaken at the county level were reached;<\/li>\n\n\n\n<li class=\"translation-block\"><strong>Chapter 6 Monitoring prevention programmes<\/strong> \u2013 provides an evaluation framework regarding the implementation of measures under waste generation prevention programmes;<\/li>\n\n\n\n<li class=\"translation-block\"><strong>Chapter 7 Conclusions<\/strong> \u2013 proposes a method for a synthetical organization of results, conclusions formulation, and identification of possible CWMPs\/MWMP adjustments;<\/li>\n\n\n\n<li class=\"translation-block\"><strong>Chapter 8 Final considerations<\/strong> \u2013 includes an overview of key recommendations and aspects to be considered by the Monitoring Group with a view to correctly and uniformly applying the Guideline.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong><span style=\"color: var(--theme-palette-color-1, #007f5f);\" class=\"stk-highlight\">Annexes and working instruments<\/span><\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li class=\"translation-block\"><strong>Annex 1: Framework structure of the Monitoring Report<\/strong>, advising on data organization and presentation;<\/li>\n\n\n\n<li class=\"translation-block\"><strong>Annex 2: Excel template for CWMPs\/MWMP monitoring<\/strong>, providing support with key indicators collection, calculation, and centralization.<\/li>\n<\/ul>\n\n\n\n<p class=\"translation-block\">These instruments promote a <strong>transparent, comparable, and easily updatable reporting process<\/strong>, contributing to better coordination amongst all administrative levels.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong><span style=\"color: var(--theme-palette-color-1, #007f5f);\" class=\"stk-highlight\">How was the Guideline elaborated?<\/span><\/strong><\/h3>\n\n\n\n<p class=\"translation-block\">The document was drafted with the support and contributions of the <strong>EIB PAS Team, NAEPA<\/strong>, and the representatives of the <strong>five pilot counties \u2013 Bistri\u021ba-N\u0103s\u0103ud, Bihor, Covasna, Dolj, and Ia\u0219i<\/strong> \u2013 who actively participated in methodology testing and validation.
